Competing notions of “freedom” were at the heart of post-Civil War Reconstruction. Describe the ideas of freedom advanced in one of the assigned documents and suggest some of the ways in which it might have come into conflict with alternative views of freedom.

We're going to cover
a lot of ground in this lecture. And rather than stressing the particulars
here I want you to keep an eye on on the sort of bigger picture and this is going to be the back and forth between the Republican party in Washington DC and
white Southerners on the ground over the
attempt to give shape to the reconstruction
process and to shape the meaning of freedom in the
post-Civil War era. So when we left
off last time the former Confederate
states had just passed the
black codes. These were laws that
attempted to limit the civil rights of the formerly enslaved
African-Americans of the South. And it's in this
context in late 1865 that Congress comes
back into session. Now the first thing
that Republicans in Congress do is they simply refuse to seat the
claimants who had been elected to Congress under Andrew Johnson's policies. So Johnson has declared effectively that
Reconstruction is over that the South
is ready to return to Washington DC to take
it seats in Congress. Congress says not so fast. The US Constitution
gives Congress the right to judge the qualifications
of its own members. And the Republicans
in Congress in late 1865 say well we're not sure that Reconstruction is
over just yet. We're not quite ready to let former
Confederate generals back into Congress. So again the
Republican Party dominated Congress in
the early years of reconstruction that
the Republicans were the Party of Abraham
Lincoln the Union war effort and
of emancipation. The southern
states had not yet reclaimed their
seats in Congress. So it's no surprise that northern
Republicans constitute a large majority in both the House of
Representatives and the Senate. The two most important Radical Republican
leaders in Congress were Massachusetts Senator
Charles Sumner and Pennsylvania Representative
Thaddeus Stevens. We talked a
little bit about the radical republican
worldview in our last lecture. But
I want to point out at this point that not all Republicans
in Congress were radical there were
moderates and conservative
Republicans as well. So while Sumner and Stevens and their radical
allies supported for instance granting
the right to vote to Southern African Americans immediately other more conservative
Republicans weren't. So sure and preferred to proceed a little
bit more slowly. So at least initially congressional
Republicans focused on protecting the civil rights of African Americans
in the South. First of all this
means overturning those black codes that had made a mockery of black
freedom in the South. In early 1866
Congress passed a civil rights bill that
declared all people born in the United States with the exception of Native Americans citizens of the United States and established a set of basic civil rights that the federal government
would protect for its citizens significantly
African-Americans were included in the bounds of
American citizenship as established in 1866
Civil Rights Bill. Andrew Johnson who for his part felt that
Reconstruction was effectively over and that such attempts to protect black civil rights or unnecessary and dangerous. Andrew Johnson vetoed
the bill but Congress was able to pass
it over his veto Now in the meantime the situation on the ground in the South was
starting to deteriorate. And what we're
going to see here is this back
and forth where Congress take steps to protect black civil rights. And then Southern whites responds with an
attempt to control black freedom and to limit African-American
civil rights on the ground in the South so it goes back and forth. Congress acts
the white South reacts Congress act. Again the white South
reacts yet again. So in the summer
of 1866 violence across the South reaches epidemic proportions
white mobs in New Orleans and Memphis massacre dozens of
African-Americans representatives of
the Freedmen's Bureau in the South reported there was a widespread reported
widespread violence and in near universal unwillingness
on the part of white Southerners
to respect the civil rights of black men and black women. In spite of the passage of the Civil Rights Bill
earlier that year. In this context Congress
is kinda response. They seek to make
those guarantees of civil rights
more permanent. So they pass a
14th Amendment to the United States
Constitution. The 14th Amendment
defines the boundaries of American citizenship
and the rights guaranteed to citizens. This is really a
landmark piece of legislation a
landmark Amendment to the United States
Constitution. It lays out really for
the first time that the federal government
is duty-bound to protect certain
fundamental rights of its citizens. Now in order to be added to the Constitution it
constitutional amendment proposed amendment must be ratified by three-quarters
of the states. When this new Fourteenth
Amendment proposed Fourteenth Amendment
is sent to the states. The former
Confederate states refused to ratify
it in several of the Southern states to vote against ratification
was unanimous. So clear refusal
on the part of the former
Confederate states to accept this amendment which seeks to protect
the civil rights and the freedoms of formerly enslaved
African-Americans. So by early 1867
the idea of extending the right to vote African-American men. This is something
that had been too extreme for many members of the Republican Party only a year earlier but by early 1867 this idea
has an obvious appeal. White Southerners
intransigence The Black Codes the violence of the
summer of 1866 the refusal to ratify the proposed
Fourteenth Amendment to the Constitution. It is clear that the former
Confederate states are doing everything in their power to deny African American freedom
and civil rights. So it's in this context
that Republicans in Congress will turn
to the black votes. The logic here is that armed with the
right to vote Southern African
Americans would be able to protect themselves. They could elect
politicians who would represent
their interests on the local level and they
will help to create a more wholesome political atmosphere in the South. So in the
Reconstruction Act of 1867 Congress took an unprecedented step
extending the right to vote to Southern
African Americans. In addition that they
took power away from the white supremacist state governments that had been running the states since Andrew Johnson's may
proclamations of 1865. And finally the
Reconstruction Act charged that US military
with keeping order until new state governments which this time
would be elected by black as well as white voters could
take their place Sort of more than two years a population that had been enslaved had
become citizens and had earned the
right to vote. Former slaves were
now eligible to vote to hold public office. For the first time the South's
political regime was truly biracial and represented all of the region's
population rather than just the
white population. In addition the federal
government had taken a firm position
had established a baseline of civil rights for all of its citizens has shown a
willingness to stand up and protect those rights to make the promises of African American
freedom real in the early
reconstruction period. This is why this
period comes to be known as radical
reconstruction. So to close out
this lecture I want to talk it out one more new
development in US history that we see in the early reconstruction
period namely the impeachment of a
sitting president. In 1867 the US House
of Representatives brought charges against President Andrew
Johnson stemming from his improper removal of
the Secretary of War. In fact Congress is
real problem with Andrew Johnson went
much deeper than this. Since 1865 Johnson
had done everything in his power to subvert the reconstruction process. Believing that
reconstruction or restoration as he
preferred to call it was effectively
complete in mid to late 1865 Johnson
had since vetoed every piece of
Reconstruction legislation that Congress
had sent him and he had worked actively with the enemies of
reconstruction across the south to foil republican plans to pacify and bring order two. The former
Confederate states from the perspective of congressional Republicans. Therefore Andrew Johnson
simply had to go the future of the post-Civil War
South was at stake. So as outlined in
the US Constitution the House of
Representatives voted on the impeachment charges and then presented
its case to the Senate which would act as the jury in the
impeachment trial. If found guilty Johnson
would be removed from office 36 guilty votes would have been required to remove Johnson
from office but only 35 senators
voted against him. The impeachment attempt to therefore fails and Andrew Johnson
remains in office. So after the middle
of 1867 the center of political action would
shift to the south. But Republicans
in Congress had presided over an
extraordinary set of developments
between 18651867. They had created a
biracial democracy in a region barely
removed from slavery. They made real the promises of African-American
Freedom and establish the federal government
as a protector of the civil and
political rights of all of its citizens. And next time we will pick up the story at this point

worldview in our last lecture. But
I want to point out at this point that not all Republicans
in Congress were radical there were
moderates and conservative
Republicans as well. So while Sumner and Stevens and their radical
allies supported for instance granting
the right to vote to Southern African Americans immediately other more conservative
Republicans weren't. So sure and preferred to proceed a little
bit more slowly. So at least initially congressional
Republicans focused on protecting the civil rights of African Americans
in the South. First of all this
means overturning those black codes that had made a mockery of black
freedom in the South. In early 1866
Congress passed a civil rights bill that
declared all people born in the United States with the exception of Native Americans citizens of the United States and established a set of basic civil rights that the federal government
would protect for its citizens significantly
African-Americans were included in the bounds of
American citizenship as established in 1866
Civil Rights Bill. Andrew Johnson who for his part felt that
Reconstruction was effectively over and that such attempts to protect black civil rights or unnecessary and dangerous. Andrew Johnson vetoed
the bill but Congress was able to pass
it over his veto Now in the meantime the situation on the ground in the South was
starting to deteriorate. And what we're
going to see here is this back
and forth where Congress take steps to protect black civil rights. And then Southern whites responds with an
attempt to control black freedom and to limit African-American
civil rights on the ground in the South so it goes back and forth. Congress acts
the white South reacts Congress act. Again the white South
reacts yet again. So in the summer
of 1866 violence across the South reaches epidemic proportions
white mobs in New Orleans and Memphis massacre dozens of
African-Americans representatives of
the Freedmen's Bureau in the South reported there was a widespread reported
widespread violence and in near universal unwillingness
on the part of white Southerners
to respect the civil rights of black men and black women. In spite of the passage of the Civil Rights Bill
earlier that year. In this context Congress
is kinda response. They seek to make
those guarantees of civil rights
more permanent. So they pass a
14th Amendment to the United States
Constitution. The 14th Amendment
defines the boundaries of American citizenship
and the rights guaranteed to citizens. This is really a
landmark piece of legislation a
landmark Amendment to the United States
Constitution. It lays out really for
the first time that the federal government
is duty-bound to protect certain
fundamental rights of its citizens. Now in order to be added to the Constitution it
constitutional amendment proposed amendment must be ratified by three-quarters
of the states. When this new Fourteenth
Amendment proposed Fourteenth Amendment
is sent to the states. The former
Confederate states refused to ratify
it in several of the Southern states to vote against ratification
was unanimous. So clear refusal
on the part of the former
Confederate states to accept this amendment which seeks to protect
the civil rights and the freedoms of formerly enslaved
African-Americans. So by early 1867
the idea of extending the right to vote African-American men. This is something
that had been too extreme for many members of the Republican Party only a year earlier but by early 1867 this idea
has an obvious appeal. White Southerners
intransigence The Black Codes the violence of the
summer of 1866 the refusal to ratify the proposed
Fourteenth Amendment to the Constitution. It is clear that the former
Confederate states are doing everything in their power to deny African American freedom
and civil rights. So it's in this context
that Republicans in Congress will turn
to the black votes. The logic here is that armed with the
right to vote Southern African
Americans would be able to protect themselves. They could elect
politicians who would represent
their interests on the local level and they
will help to create a more wholesome political atmosphere in the South. So in the
Reconstruction Act of 1867 Congress took an unprecedented step
extending the right to vote to Southern
African Americans. In addition that they
took power away from the white supremacist state governments that had been running the states since Andrew Johnson's may
proclamations of 1865. And finally the
Reconstruction Act charged that US military
with keeping order until new state governments which this time
would be elected by black as well as white voters could
take their place Sort of more than two years a population that had been enslaved had
become citizens and had earned the
right to vote. Former slaves were
now eligible to vote to hold public office. For the first time the South's
political regime was truly biracial and represented all of the region's
population rather than just the
white population. In addition the federal
government had taken a firm position
had established a baseline of civil rights for all of its citizens has shown a
willingness to stand up and protect those rights to make the promises of African American
freedom real in the early
reconstruction period. This is why this
period comes to be known as radical
reconstruction. So to close out
this lecture I want to talk it out one more new
development in US history that we see in the early reconstruction
period namely the impeachment of a
sitting president. In 1867 the US House
of Representatives brought charges against President Andrew
Johnson stemming from his improper removal of
the Secretary of War. In fact Congress is
real problem with Andrew Johnson went
much deeper than this. Since 1865 Johnson
had done everything in his power to subvert the reconstruction process. Believing that
reconstruction or restoration as he
preferred to call it was effectively
complete in mid to late 1865 Johnson
had since vetoed every piece of
Reconstruction legislation that Congress
had sent him and he had worked actively with the enemies of
reconstruction across the south to foil republican plans to pacify and bring order two. The former
Confederate states from the perspective of congressional Republicans. Therefore Andrew Johnson
simply had to go the future of the post-Civil War
South was at stake. So as outlined in
the US Constitution the House of
Representatives voted on the impeachment charges and then presented
its case to the Senate which would act as the jury in the
impeachment trial. If found guilty Johnson
would be removed from office 36 guilty votes would have been required to remove Johnson
from office but only 35 senators
voted against him. The impeachment attempt to therefore fails and Andrew Johnson
remains in office. So after the middle
of 1867 the center of political action would
shift to the south. But Republicans
in Congress had presided over an
extraordinary set of developments
between 18651867. They had created a
biracial democracy in a region barely
removed from slavery. They made real the promises of African-American
Freedom and establish the federal government
as a protector of the civil and
political rights of all of its citizens. And next time we will pick up the story at this point

Introduction to Sociology
Research Essay – Social Issues in Canadian Society
What is the essay about? Student’s will pick one social issue in Canadian society and explore it through the use of sociological concepts and theories. Your paper should illustrate your knowledge of texts, concepts,and theories, and your ability to utilize them in critical thinking.
Essay requirements:
1. The social issue must be described.*Who or what is being impacted? Is there a historical basis? Are there power imbalances occurring? Why is this occurring?
2. The majority of your paper will focus on analyzing the social issue using one of the three primary sociological theories (functionalism, symbolic interactionism, or critical theory), appropriate sociological concepts and other forms of evidence (i.e. statistics & interview quotes from multiple media sources).
3. Thesis statement.*Please highlight your thesis statement.
4. Sources: Use a minimum of 1 academic source (peer review sources such as textbook chapters) AND a minimum of 2 mass media sources (new articles, podcasts, etc.).*Lecture slides do not count towards your list of sources.
5. Essay Length: 1000 -1200 words. Must be typed using size 12pt, Times New Roman font, double spaced.
6. Format: The essays should follow a standard essay format and include components such as an introduction with thesis statement, body paragraphs, conclusion. *Section headings are allowed if needed.
7. Essays should have a title page, correct spelling, punctuation/grammar, and APA citations with a works cited page. You do not need to provide an abstract.
How to get started? Three easy steps:
I suggest you start with your interests. Think about topics/modules/discussions that stood out to you. If you need inspiration, review modules and textbook chapters. Then, begin a Google search for current news articles, interviews, or podcasts. Make notes on the different perspectives and ideologies being put forth.
When you have settled on an issue, you should begin to think about what sociological concepts and theories you have learned that can help to explain the issue you are researching. Sociological concepts are found in your textbook and my lectures. Concepts help us to organize our thinking about abstract topics, and they allow us to think in terms of explanation. In this final step, thesis statements begin to emerge.

Research Essay – Social Issues in Canadian Society
What is the essay about? Student’s will pick one social issue in Canadian society and explore it through the use of sociological concepts and theories. Your paper should illustrate your knowledge of texts, concepts,and theories, and your ability to utilize them in critical thinking.
Essay requirements:
1. The social issue must be described.*Who or what is being impacted? Is there a historical basis? Are there power imbalances occurring? Why is this occurring?
2. The majority of your paper will focus on analyzing the social issue using one of the three primary sociological theories (functionalism, symbolic interactionism, or critical theory), appropriate sociological concepts and other forms of evidence (i.e. statistics & interview quotes from multiple media sources).
3. Thesis statement.*Please highlight your thesis statement.
4. Sources: Use a minimum of 1 academic source (peer review sources such as textbook chapters) AND a minimum of 2 mass media sources (new articles, podcasts, etc.).*Lecture slides do not count towards your list of sources.
5. Essay Length: 1000 -1200 words. Must be typed using size 12pt, Times New Roman font, double spaced.
6. Format: The essays should follow a standard essay format and include components such as an introduction with thesis statement, body paragraphs, conclusion. *Section headings are allowed if needed.
7. Essays should have a title page, correct spelling, punctuation/grammar, and APA citations with a works cited page. You do not need to provide an abstract.
How to get started? Three easy steps:
I suggest you start with your interests. Think about topics/modules/discussions that stood out to you. If you need inspiration, review modules and textbook chapters. Then, begin a Google search for current news articles, interviews, or podcasts. Make notes on the different perspectives and ideologies being put forth.
When you have settled on an issue, you should begin to think about what sociological concepts and theories you have learned that can help to explain the issue you are researching. Sociological concepts are found in your textbook and my lectures. Concepts help us to organize our thinking about abstract topics, and they allow us to think in terms of explanation. In this final step, thesis statements begin to emerge.

Overview: Given the post trust era, credibility is more important than ever. To be seen as a credible person people need to trust you. To establish yourself as trustworthy you need to demonstrate the three C’s described in your textbook: Competence, Caring and Character.
Directions: Your job now is to identify a single unique individual - a co-worker, boss, coach, pastor, teacher that served as an inspiration to you.
Choose a person that you observed over a period of time so you can offer specific examples of their behaviors and actions. I prefer that you do not use a close friend or family member for this activity.
Content of Essay:You are to type a CONCISE and well written 1-2 page single-spaced essay which describes specific behaviors. Choose behaviors that reflect positively on each of the three C’s: Competence, Caring and Character.
For example, you might choose a professor from the UWT and describe the level of competence as quite high and you would explain that through their understanding of the content of their course and ability to understand and explain the information. You would provide specific examples of how you knew that they were or were not competent.

Hello. Today we're going to look at the structure of a political party. The purpose of doing this and creating an assignment on us is to let you know the opportunities that are available to people who wish to get actively involved in the political process. Now, that political parties are always in need of help, you can pick whichever one you want. But most people don't understand what they do, how they're organized, or how to get connected. And I hope this lecture and this assignment will help you to gain that knowledge and perhaps put it to use. Now, as an introductory set of ideas, I'll mention that you might want to think about learning more about the political parties by perhaps going to the national website of a political party. And you can see the way it's organized and structured there. But that's just background that won't help you very much at the local level. Political parties have an interesting type of organization. And in fact, political parties are not. And I emphasize not even mentioned in the constitution. It doesn't mean they're unconstitutional. It's simply means that they're not mention there. So there's no regulation or guidance of how a political party should be organized. And in reality, what we have for our major political parties, we really have 50. Democratic Party is one for each state, 50 Republican Party is one for each state. And in many cases, third parties organized at the state levels too. So the political parties are these 50 organizations that come together in an alliance once every four years to run a presidential campaign. But for day-to-day activity, most of what goes on is that at the state and in fact sometimes at the local level. So let's, let's take a look at how that works. I'm going to pick my state, Virginia, and pick one of the political parties and explain how it's organized. Now I'm going to be dealing with Republican Party, but the Democratic Party structure in my state is very similar. And in fact, for the purpose of this assignment, remember you can't use the Republican Party of Virginia because I'm already doing it for you. But this is a pattern that will apply to virtually any party in any state and you just have to find out how yours is organized. Okay? Now in the Republican Party of Virginia, like most political parties at the state level, there's an official document that describes the regulations and structure under which a party operates. Here, we call it the party plan. It may be called in some place the party by laws or some other name, but Party plan is a fairly typical name. And when you're researching state political party, you want to go on their website and look for that document, the bylaws, the party plan, and it will give you the structure for where you live. Now, taking a look at Virginia, the way we have it, we start at the state level and at the highest level, the state level further Republican Party in Virginia. We have what we call a State Central Committee. Now, the State Central Committee is the governing body for the political party in the state of Virginia. Who's on the State Central Committee? Well, the State Central Committee is made up of the chairman of each congressional district political party. I live in the sixth congressional district. We have a chairman for the sixth congressional district, he's a member. But also there are people elected from each congressional district. And they also serve on the State Central Committee. So these are elected a party officials who meet together periodically, usually four times a year, and set policy for the Republican Party. Now, there's also a state party Chairman that's a full time job. Being on the State Central Committee. That's a volunteer thing. You don't get paid for it and and it's not a full time job. You occasionally meet together, but you're strictly a secondary role. You have another job. But the state party chairman and that becomes a full-time job. And in addition, the state party chairman, there's a staff that runs the state party. You have to have people to keep the office open to keep the records, keep them Financial Affairs going, right. And these people are party staff. There are hired by the party and they have a full-time job. Now that lets the structure of the party at the state level. Now, we can go down one notch. And we go to the congressional district level. In the state of Virginia, we have 11 congressional districts. Your state may have more or they may have fewer. But the, the idea is at the congressional district level, you'll have another layer or layer, a party organization. And here you have a chairman. And the chairman of the Congressional District party is elected by the convention, which takes place in the political party in that congressional district once every two years. Now, the District Chairman has the role of both being the chairman of the district or whichever district he's in and serving on the State Central Committee. But you also have a committee. The committee that runs the political party at the district level is made up of the chairman of each individual unit. For example, if you're the chairman of the county political party, you have a seat on the on the congressional district committee. If you're chairman of a city political party, Have a seat there. And so that committee becomes the committee that runs the affairs of the political party at the level of a congressional district. And then if we go down one level further and come down to the local, and this is the entry point for most people. Now, in Virginia, we have what we call a unit committee. The unit is either a county or a city. Now, in Virginia, we have an unusual situation. If you're in a city such as Lynchburg, you don't live in a county. If you live in a county surrounding Lynchburg, for example, I live in Amherst County. We're not in any way incorporated town or city. So you belong either to a county or a city. Most other states don't work that way. But in our system, you're a part of the county political organization, of the city political organization. You have a chairman for the county or the city. And the way the chairman is elected, as we use something called a mass meeting ordinarily. And the mass meeting is a meeting that is open to the public, held every two years typically. And at that mass meeting, several things will happen. Anybody can come. And if you say that you're in accordance with the philosophy of the party, you can ask to be elected to the unit committee and a certain number of people will be elected to the unit committee. You can ask to be seen as a delegate either to the congressional district convention, which would elect the Congressional District chairman, or to the state convention. And in the state convention course, you take care of the business statewide. Sometimes we pick candidates. For example, a state convention could pick a candidate for governor or senator if the party wants to go that way. You can be elected to one of the conventions or both. And you can be you can be elected as a member the unit committee. And at that meeting, you will elect the unit chairman, which will serve for two years. So all of those things are done locally and there's no particular limitation on the mass meeting. Anybody who's in accordance with the beliefs and philosophy of the party can go. And so I would encourage everyone, if you're interested in one or the other of the political parties, attend the mass meeting sometime find out how parties are organized locally at your level. And if you're so inclined, you may wish to become involved with party. The interesting thing about this is that in our system, no matter what political party we talk about, whether it's Democrats, Republicans, or any third party. One thing you can always be sure of. They need more help at every level. And they're always willing to welcome new people to ask you to help. Simply helping putting a yard sign in your yard or putting a bumper sticker on your car make and doesn't on your car doesn't make you a member of the committee. You can volunteer and help. Sure. But you have to be elected to be a member the unit committee. Now that won't be too hard to do if you show an interest in the party. But the parties are there of a welcome new help. And I encourage you if you have an interest in this, please look at that. Why? Because to have a viable functioning republic today, you really need to have active political parties. And political parties always need more help. So if you wish to become interested, involved, and participate, the door is wide open. Entry is not difficult. And I encourage you to at least think about doing that. And at a very minimum understand the structure so that you can do this paper. As a final point, I would encourage you to, if you're still unclear, after looking at the document, contact one of the local party officials and ask them to explain to you in person, give them a call. Ask them how does the party function at our level? And you'd be surprised how much you could learn and hopefully put to use. Thank you.

Now in the Republican Party of Virginia, like most political parties at the state level, there's an official document that describes the regulations and structure under which a party operates. Here, we call it the party plan. It may be called in some place the party by laws or some other name, but Party plan is a fairly typical name. And when you're researching state political party, you want to go on their website and look for that document, the bylaws, the party plan, and it will give you the structure for where you live. Now, taking a look at Virginia, the way we have it, we start at the state level and at the highest level, the state level further Republican Party in Virginia. We have what we call a State Central Committee. Now, the State Central Committee is the governing body for the political party in the state of Virginia. Who's on the State Central Committee? Well, the State Central Committee is made up of the chairman of each congressional district political party. I live in the sixth congressional district. We have a chairman for the sixth congressional district, he's a member. But also there are people elected from each congressional district. And they also serve on the State Central Committee. So these are elected a party officials who meet together periodically, usually four times a year, and set policy for the Republican Party. Now, there's also a state party Chairman that's a full time job. Being on the State Central Committee. That's a volunteer thing. You don't get paid for it and and it's not a full time job. You occasionally meet together, but you're strictly a secondary role. You have another job. But the state party chairman and that becomes a full-time job. And in addition, the state party chairman, there's a staff that runs the state party. You have to have people to keep the office open to keep the records, keep them Financial Affairs going, right. And these people are party staff. There are hired by the party and they have a full-time job. Now that lets the structure of the party at the state level. Now, we can go down one notch. And we go to the congressional district level. In the state of Virginia, we have 11 congressional districts. Your state may have more or they may have fewer. But the, the idea is at the congressional district level, you'll have another layer or layer, a party organization. And here you have a chairman. And the chairman of the Congressional District party is elected by the convention, which takes place in the political party in that congressional district once every two years. Now, the District Chairman has the role of both being the chairman of the district or whichever district he's in and serving on the State Central Committee. But you also have a committee. The committee that runs the political party at the district level is made up of the chairman of each individual unit. For example, if you're the chairman of the county political party, you have a seat on the on the congressional district committee. If you're chairman of a city political party, Have a seat there. And so that committee becomes the committee that runs the affairs of the political party at the level of a congressional district. And then if we go down one level further and come down to the local, and this is the entry point for most people. Now, in Virginia, we have what we call a unit committee. The unit is either a county or a city. Now, in Virginia, we have an unusual situation. If you're in a city such as Lynchburg, you don't live in a county. If you live in a county surrounding Lynchburg, for example, I live in Amherst County. We're not in any way incorporated town or city. So you belong either to a county or a city. Most other states don't work that way. But in our system, you're a part of the county political organization, of the city political organization. You have a chairman for the county or the city. And the way the chairman is elected, as we use something called a mass meeting ordinarily. And the mass meeting is a meeting that is open to the public, held every two years typically. And at that mass meeting, several things will happen. Anybody can come. And if you say that you're in accordance with the philosophy of the party, you can ask to be elected to the unit committee and a certain number of people will be elected to the unit committee. You can ask to be seen as a delegate either to the congressional district convention, which would elect the Congressional District chairman, or to the state convention. And in the state convention course, you take care of the business statewide. Sometimes we pick candidates. For example, a state convention could pick a candidate for governor or senator if the party wants to go that way. You can be elected to one of the conventions or both. And you can be you can be elected as a member the unit committee. And at that meeting, you will elect the unit chairman, which will serve for two years. So all of those things are done locally and there's no particular limitation on the mass meeting. Anybody who's in accordance with the beliefs and philosophy of the party can go. And so I would encourage everyone, if you're interested in one or the other of the political parties, attend the mass meeting sometime find out how parties are organized locally at your level. And if you're so inclined, you may wish to become involved with party. The interesting thing about this is that in our system, no matter what political party we talk about, whether it's Democrats, Republicans, or any third party. One thing you can always be sure of. They need more help at every level. And they're always willing to welcome new people to ask you to help. Simply helping putting a yard sign in your yard or putting a bumper sticker on your car make and doesn't on your car doesn't make you a member of the committee. You can volunteer and help. Sure. But you have to be elected to be a member the unit committee. Now that won't be too hard to do if you show an interest in the party. But the parties are there of a welcome new help. And I encourage you if you have an interest in this, please look at that. Why? Because to have a viable functioning republic today, you really need to have active political parties. And political parties always need more help. So if you wish to become interested, involved, and participate, the door is wide open. Entry is not difficult. And I encourage you to at least think about doing that. And at a very minimum understand the structure so that you can do this paper. As a final point, I would encourage you to, if you're still unclear, after looking at the document, contact one of the local party officials and ask them to explain to you in person, give them a call. Ask them how does the party function at our level? And you'd be surprised how much you could learn and hopefully put to use. Thank you.

The author provides a relatively brief overview of the ways organizational leaders or communication professionals should view crises, basic stages of crises, factors that influence or perpetuate and intensify crises, proactive management functions that relate to crisis management, some fundamentals about the ‘crisis prevention process,’ and other important crisis communication concepts. Once you have completed reading these chapters, consider how the information they contain and what you’ve learned applies to the following. In the recently released Human Rights Watch’s World Report 2021, the United States (U.S.) was cited for “human rights failings” and the “disproportionate impact of COVID-19” on all people of color, not just black Americans. The Human Rights Watch (2021) states, Racial discrimination is a serious human rights problem in the United States that intersects with all of the US domestic issues covered by Human Rights Watch—from over-incarceration of Black and Latinx people fueled by the disproportionately harsh sentences meted out for all categories of crime, including violent offenses, to the failed War on Drugs, to prosecution and 2 bail policies that coerce people into guilty pleas, to surveillance of specific groups, such as Muslims or political activists from other ethnic or religious minorities, to immigration policies that scapegoat immigrants as criminals, or subject asylum seekers and refugees to disparate treatment based on their national origin. Human Rights Watch documents, investigates, and analyzes human rights abuses involving racial discrimination in “purpose or effect,” meaning violations that result in racial disparities even without intent to discriminate, and we advocate for the US to meet its international human rights obligation to end all forms of racial discrimination (para. 1). One explosive example of a human rights failing happened in May 2020, when after being arrested for passing counterfeit money, George Floyd died in police custody. The release of a ‘citizen reporter’s’ personal smartphone video showing a police officer’s knee on the neck of George Floyd produced multiple outcomes, nationally and globally. In April 2021, the police officer involved was convicted of 2nd degree manslaughter and two charges of murder. In one video, a shocking number of revelations, accusations, and crisis response efforts faced by individuals and organizations such as first responders and police departments, found themselves face-to-face with charges of racial profiling, racial discrimination, and racial victimization. The George Floyd story is one of many recent similar events whereby organizations have been scrutinized in the media for their shocking, aggressive and misdirected pattern of communication. Likewise, the response to crises that arose from these events have highlighted the need for new crisis communication management protocols. While these kinds of behaviors and the crises many organizations and individuals face in association with them are far from new, the scope and attention recently brought to these issues is unprecedented. It is characterized and has been fueled by (1) the “#DefundPolice” movement, 3 which clearly and dramatically spread throughout the United States; (2) high profile accusations involving news and entertainment industry celebrities and extensive news media coverage of these stories; (3) the organized banding together of black American families who feel victimized in many of these cases and those who have been victimized in some way at some point in their lives; (4) efforts on the part of many entertainment industry celebrities to publicly rally against this kind of behavior, and the criticism of those who support or defend law enforcement officers (#BackTheBlue); (5) advocacy groups of various types tying themselves to and supporting the “BLM,” “DefundPolice,” or “BackTheBlue” movements for a variety of reasons; (6) political parties and candidates aligning themselves with the movement/issues or counter-issues, sometimes for unrelated purposes; (7) an apparent rise in cases of accusations that were later proven to be false; (8) a rise in initial denials in response to accusations that were later proven to be true; (9) businesses and other organizations reviewing and changing their human rights and racial discrimination policies in their workplaces; (10) legislative measures being introduced, considered and to some degree passed at all levels of government in response to one or all of these movements; (11) litigation and settlements related to racial issues; (12) numerous public relations events, marches, demonstrations and other activities fostered by various organizations related to these issues; and, (13) some organizations integrating the cause into their consumer advertising and promotional campaigns. Overall, the #BLM, #DefundPolice, and #BackTheBlue movements started in the United States (U.S.) and have increased awareness of racial profiling, discrimination, and victimization issues related to people of color throughout this country and worldwide. This is in part because of our current media environment and in part because these problems can be found in every culture. Some have noted that in many parts of the U.S. and the world this problem is still dismissed. For those organizations concerned with managing their 4 reputations effectively and involved in planning and responding to crises, these are trends and a cultural climate that cannot be ignored.
Part 2: Reputation Management/Crisis Communication Assignment
As you respond to this assignment, please view this from a reputation management/crisis communication point of view or as if you were a consultant hired to help an organization rather than on the basis of views or feelings you may have about these issues or particular events.
First conduct an Internet search for recent news reports and articles dealing with the happenings and issues listed above. This will further familiarize you with the nature of the current image, reputation, and crisis communication issues that all organizations may now face in some form.
Second, select ONE ORGANIZATION in the United States that has experienced a crisis involving accusations of racial profiling, racial discrimination or victimization on/with persons associated with it. It must have taken place in the past year or so. This could be a national or a local organization and may even be located in the city or town where you live. Once you have chosen your particular organization and locale, conduct another Internet search or search for other sources that focus on the organization you’ve chosen and the particular crisis communication challenges it has faced dealing with these specific issues within the past year or so. Third, using Chapters 1 and 2 in Coombs books as a guide, assess the ways you believe the crises they have experienced in the past year or so exemplifies the nature, stages, responses to and influences on crises as discussed in these chapters.
